How the UK is governed

How an idea becomes an actual law

Most bills die quietly. The ones that survive go through the same seven-ish stages.

First and second reading

A bill is formally introduced, then MPs debate its principle. If it fails the second reading vote it goes no further.

Committee and report

A smaller group examines the bill line by line and proposes amendments. The whole House then reviews those changes before a final Commons vote.

Lords and Royal Assent

The Lords repeat the process and can send amendments back. Once both Houses agree, Royal Assent makes the bill an Act — a formality since 1708.
