Model answer: 'Evaluate the use of managed retreat' (6 marks)
Managed retreat is cost-effective over the long term, because allowing low-value farmland to flood creates salt marsh that dissipates wave energy naturally and needs no maintenance budget, unlike a sea wall costing several thousand pounds a metre. It also creates valuable intertidal habitat, satisfying conservation interests. However, the land and any properties on it are lost, and compensation rarely reflects what residents feel they have given up, so the strategy generates strong local opposition. It is therefore appropriate where land value is low and sea-level rise makes continued defence unaffordable, but unacceptable where dense settlement or key infrastructure lies behind the coast.
