Model answer: 'Assess the effectiveness of a flood management scheme' (9 marks, extract)

Embankments raise the channel capacity so that a one-in-hundred-year event can pass through the town without overtopping, which protects several hundred homes and the commercial centre — clear effectiveness for the settlement itself. However, confining the river also increases velocity downstream, transferring risk to communities without defences, and the concrete structure removes marginal habitat that supported wading birds. Set against a flood-plain zoning approach, which costs almost nothing and prevents new vulnerable development, the embankment is effective in the short term for existing property but less sustainable over decades as maintenance costs rise and discharge increases with climate change.
